Federal and State Agencies
Battelle Memorial Institute maintains copyright on all versions, revisions, and operational modes of the Subsurface Transport Over Multiple Phases (STOMP) simulator, as granted by the U.S. Department of Energy with the stipulation that Versions 1.x (Water, Water-Air, Water-Air-Energy, Water-Oil, and Water-Oil-Air Operational Modes) of the STOMP simulator be made available to Federal and State agencies. Those agencies or their contractors can acquire the latest revision of Version 1.x of the Water Operational Mode of the STOMP simulator through the Energy Science and Technology Software Center. Copies of the latest revisions of Version 1.x of the Water-Air, Water-Air-Energy, Water-Oil and Water-Oil-Air Operational Modes of the simulator can be acquired without royalties to Battelle for Federal and State agencies and their contractors.
Universities
Battelle, Pacific Northwest Division has historically provided gratis copies of the STOMP simulator source coding to students and professors conducting research at universities within and outside of the United States. Under this arrangement the Battelle has requested that researchers submit a formal written request for the source coding with a brief description of the research program, planned modifications to the source coding, and a statement promising not to disseminate the software. These distributions of the STOMP software are designed to benefit both the university and the Battelle through collaborative research and development. The operational modes, versions, and revisions of the STOMP software available through these agreements are generally less restrictive, allowing researchers to work with experimental or prototype source coding releases.
Commercial or Private Organizations
Commercial or private organizations can purchase a limited license to modify and apply the STOMP simulator. Under these arrangements Battelle will retain sole ownership of all intellectual property rights to the STOMP simulator as supplied by the Battelle. The software license will be strictly limited to internal use, and in no event shall the licensee be permitted to sublicense the software or future derivative works. The license agreements for each operational mode of the STOMP simulator, which includes the source coding and the most current versions of the Application, Theory and User's Guides can be purchased for $1695.00 (USA) or $2495.00 (International). Battelle additionally offers contracted research and development support to produce exclusive versions of the simulator. In consideration of the contracted research support, Battelle would normally agree to grant an irrevocable and royalty-free license for the STOMP software and derivative works that are produced.

Support Services
The STOMP simulator was originally developed at the Pacific Northwest National Laboratory (PNNL) with support from the U.S. Department of Energy (DOE). The PNNL is operated by the Battelle Memorial Institute for the DOE under a contract which allows contract research work for the DOE, other government agencies/organizations and private industry. The laboratories near Richland, Washington comprise the Pacific Northwest Division of Battelle and have different names depending on the client. When performing work for the DOE or other government agencies/organizations the laboratories use the name Pacific Northwest National Laboratory. When performing work for private clients the laboratories are referred to as Battelle, Pacific Northwest Division (PNWD).
Support services for the STOMP simulator, including contract research, code development, educational workshops, application or development consulting, can be negotiated for both government agencies/organizations or private clients. The government maintains royalty-free distribution rights to Versions 1.x of the STOMP simulator source coding for federal or state agencies/organizations and Battelle maintains distribution rights to international and private clients. Although extensively verified and applied, the STOMP simulator is considered to be a scientific tool, not a finished commercial software product. Therefore, the laboratory does not have staff dedicated to providing support services for the STOMP software as would a commercial product (i.e., there is no toll-free phone number for technical support).
Battelle primarily is in the business of developing technology for the government and private industry. The STOMP simulator is a deployed technology for numerically modeling multiple-phase subsurface flow and transport. From a support services perspective Battelle can offer application consulting, which would involving having researchers from the STOMP development team jointly participate in applying the simulator to a particular problem. This type of arrangement could be contracted on a labor unit basis, where Battelle staff provide consulting services either remotely or on site. Battelle can also provide educational workshops to clients who are interested in learning how to apply or perhaps modify the simulator for a unique problem. Workshops could be organized in conjunction with follow-up consulting services to provide continued rapport between Battelle and the client. For clients without internal capabilities for developing or modifying scientific software, Battelle offers contracts for code development and application work. Coding developed under these arrangements could remain exclusive to the client or in the case of the government be distributed as new revisions or versions of the simulator. Although support services typical of commercial products is not available, Battelle's flexibility allows them to provide a wide variety of support services to both governmental and private clients.
